Representative Tuck moved and asked unanimous consent that the                                                                  
following committee substitute be adopted in lieu of the original                                                               
resolution:                                                                                                                     
                                                                                                                                
              CS FOR HOUSE CONCURRENT RESOLUTION NO. 2(STA)                                                                    
    Urging Governor Bill Walker to join with the Alaska State                                                                   
    Legislature to address the presence of adverse childhood                                                                    
    experiences and childhood trauma as factors for many societal                                                               
    issues by establishing a statewide policy, supporting evidence-                                                             
      based programs, and funding research for statewide solutions.                                                            
                                                                                                                                
There being no objection, it was so ordered.                                                                                    
                                                                                                                                
Representative Claman rose to a point of order regarding confining                                                              
remarks to the resolution before the body.                                                                                      
                                                                                                                                
The Speaker cautioned the member to speak to the resolution.                                                                    
                                                                                                                                
Representative Saddler rose to a point of order regarding debate,                                                               
stating that a member should not interpret another member's remarks                                                             
or motives.                                                                                                                     
                                                                                                                                
The Speaker cautioned members that it is not proper to discuss the                                                              
motives of other members.                                                                                                       
                                                                                                                                
The question being:  "Shall CSHCR 2(STA) pass the House?"  The
